This page is for the person who has to sign off on a piece of software before a teacher may use it. It says what Risers holds, which rules apply, and what we will put in writing.

A teacher types singers’ names and voice parts, and optionally marks who came to rehearsal. That is the entire data set. There is no student email, no ID number, no date of birth, no photograph, no grade and nothing biometric. No advertising or analytics runs in the app. Nothing is sold, shared or used for any purpose other than showing the teacher their own choir. We will sign your data privacy agreement, and we will return or destroy the data when you ask.

FERPA does not make educational software illegal. It is worth saying plainly, because the fear is common. FERPA binds the school — it tells an institution that receives federal education funds how it may handle education records. A vendor is not directly regulated by it. What FERPA does is set the conditions under which a school may hand records to an outside service without asking every parent first.

That route is the school official exception, 34 CFR § 99.31(a)(1)(i)(B). The US Department of Education’s own guidance for vendors lists four conditions. Here is each one, and how Risers meets it.

The Department’s vendor guidance also asks for a plan to destroy the data when the work ends, with a timeline and a method. Ours is on the security page and in the agreement: on written request, or on account closure, records are deleted from the live database immediately and fall out of encrypted backups within 30 days, and we confirm in writing.

COPPA governs online services that collect personal information from children under 13. In Risers, children do not have accounts, do not sign in, and are never contacted — a teacher types a list. Where a school authorises the use, the Federal Trade Commission has long accepted that a school may provide the consent COPPA requires, on the parents’ behalf, so long as the service is used solely for the use and benefit of the school and for no other commercial purpose. The FTC restated that position in 2025 court filings, while making clear that a school’s consent covers COPPA notice and consent only and does not bind parents to a vendor’s other contract terms.

Risers에서 어린이는 계정을 갖지 않고, 로그인하지 않으며, 저희가 연락하지도 않습니다. 교사가 명단을 입력할 뿐입니다. 학교가 사용을 승인하는 경우, 서비스가 오로지 학교의 사용과 이익을 위해, 다른 상업적 목적 없이 쓰이는 한 학교가 학부모를 대신해 COPPA가 요구하는 동의를 제공할 수 있다는 것이 미국 연방거래위원회의 오랜 입장이며, 2025년 법원 제출 서면에서도 이를 다시 밝혔습니다. 다만 학교의 동의는 COPPA상의 고지·동의에만 미치고, 업체의 다른 계약 조건까지 학부모에게 구속력을 갖게 하지는 않는다는 점도 함께 분명히 했습니다.
The amended COPPA Rule has been in full force since 22 April 2026. Two of its requirements shape the product directly, and we meet both: there is a written information security programme (the security page), and information is not kept indefinitely — attendance is deleted automatically after a period the school chooses, two years by default, and that retention policy is published in the privacy policy as the Rule requires.

Because school authorisation matters here, we ask the teacher to confirm at sign-up that they have their institution’s permission when the choir includes children.

Around forty US states add their own rules on top of FERPA, and unlike FERPA several of them bind the vendor directly. The recurring demands are the same few, and Risers is built to meet them everywhere rather than state by state:

Public schools, public universities and other state and local government bodies in the United States must make their web content and mobile apps conform to WCAG 2.1 Level AA, including software they provide through a contract or licence. The Department of Justice extended the deadlines in April 2026: 26 April 2027 for entities serving populations of 50,000 or more, and 26 April 2028 for smaller entities and special district governments. We publish our current conformance status on request and are working to WCAG 2.1 AA ahead of those dates.

FERPA does not apply to a church choir, a community chorus or a private ensemble that receives no federal education funding. COPPA still does if the singers are under 13, and so does ordinary state privacy law. The practical guidance is short and worth following anyway: tell people their name is on a chart, ask permission before recording attendance for children, keep the list to what you need, and delete it when the season ends. The app’s retention setting does the last one for you.

We do not describe Risers as “FERPA certified” or “COPPA certified”, because no such certification exists. FERPA compliance is something a school achieves, with a vendor’s help and under a contract. What we offer is a product built to fit inside those rules and an agreement that says so.
